In this paper, the authors regard the role and nature of leadership in three ideal kinds of public management innovation, bottom up innovations started by middle managers and front line managers, politically led responses to crisis and turnarounds of organization engineered by newly hired heads of agency. Quantitative outcomes from innovation awards of public sector represent that bottom up innovation exist much more frequently than conventional wisdom would represent. Efficient political leadership in a crisis needs decision making that engages vast search for data, skeptical investigation and broad consultation of vast number of choices.
