TCP is the widely used protocol for its reliable data communication over the network. Though it is used for enabling communication over the large network, it has some incapability in handling continues data transmission with reduced congestion over the internet. One of the most problems of TCP is fixing window size that turned to have a balanced allocation of buffer in accordance to handling congestion and traffic in a network. In this paper, the authors present a framework for TCP congestion, called "Delay and Bandwidth based estimation", which defines an exact window size that to be assigned to have balanced configuration of bandwidth with respect to delay.
