Wireless spectrum is a scarce resource in cellular mobile communication systems. In order to achieve higher spectral efficiency, next-generation mobile communication standards, such as 3GPP LTE-Advanced, will employ ubiquitous and universal frequency reuse, which has a frequency reuse factor of 1. With all the cells operating on the same frequency band, the Inter-Cell Interference (ICI) becomes a major performance limiting factor. For example, the received signal quality at Mobile Stations (MSs) in the downlink may be severely impaired by the out-of-cell co-channel interference from neighboring Base Stations (BSs).
