Based upon extensive experience in the use of semantic technologies to integrate structured data from disparate systems, the author recommends a set of best practices for creating IRIs (International Resource Identifiers) for RDF (Resource Description Framework) resources. Particular attention is paid to avoiding unnecessary coreferences in scenarios where data is drawn from a structured, non-semantic source of record, issues that commonly arise in Department of Defense (DoD), Intelligence Community (IC), and government contracting scenarios, as well as other common pitfalls.
