The tracking performance of traditional nonlinear target tracking systems degenerates significantly when there is a probability of delays and packet dropouts in wireless sensor networks. A filter based on confidence weighted fusion is designed. First, a measurement equation mathematical model for discrete-time nonlinear systems with transmission delay and packet dropouts is built; then, for the t+1 different measurement cases at t time, t+1 sub-filters are designed respectively whose confidences are calculated based on average delay and packet dropout rate in network and then the output of the tracking filter is obtained by means of weighting the outputs of sub-filters with the corresponding confidences.
