The upcoming or future wireless communication services will allow the use of heterogeneous wireless networks, so as to provide seamless roaming and better service to the user. To achieve this, vertical handoff mechanism which takes care of user preferences, QoS requirements and reliability is needed. This paper gives a overview of vertical handoff mechanism and proposes a fuzzy rule based decision mechanism considering user preference, available bandwidth, received signal strength, network coverage area and QoS values. With the help of simulation result the handoff between the two network (WiMaX and 3GPP LTE) has been shown. An UI (User Interface) for selecting the network parameters manually, is provided also a automatic network scenario can be generated using random value function.
