In heterogeneous systems, co-allocation service is a fundamental infrastructure to aggregate heterogeneous and distributed resources. Although, it has been widely studied, resource co-allocation with the constraints to both budget and deadline still remains an opening issue. In this paper, a novel hierarchical framework of co-allocation is proposed, which optimizes resources deployment and price scheme through a two-phase co-allocation mechanism. In order to meet the requirements of soft real-time application, queuing system is applied to model the working of resources for quantitatively calculating their deadline guarantee.
