In recent years, with the proposition of the concept of femtocell how to make optimal allocation of limited resources has become the main problem in femtocell networks. In this paper, a new dynamic distributed interference management scheme QL & game which is based on spectrum allocation and power control is presented. QL & game aims at improving the performance of the femtocell system under the premise the SINR of the macro user is higher than the threshold. The simulation results show that the QL & game algorithm proposed in this paper have increased femtocells and system capacity with macro capacity guaranteed in comparison with other algorithms.
