Recently, mobile communications need to benefit a good level of Quality of Services (QoSs), to satisfy the current application's need. As the number of mobiles and mobile networks increases every year, users are facing new problems and challenges in incorporate various networks with various standards and technologies. In that the problem of handoff is a big parameter which affects the performance dramatically. In this paper, the authors have proposed a method for minimizing the handoff latency which considers various factors like QoS, energy level, user preferences, network status, mobile movement direction and location.
