Sound requirements management depends upon an organization's ability to steer their ship in open waters and to \"Keep pace\" with the fluctuating tides of complexity and challenges. Primary reason for IT project failures remains ineffective requirements specification. The \"Code-only\" mindset is greatly to be blamed. Requirement management has its own dimensions even though its primary existence remains intertwined within the software lifecycle. As it is a novel management discipline it faces and suffers from issues and challenges. In this paper a quality requirements framework and prototype has been proposed to address contemporary challenges.
