128 bit encryption on Win2000

I have Internet Explorer 5.5 with 56 bit encryption. When I downloaded SP1 which upgrades your ecryption to 128 bit, it doesn’t work on Win2000. Microsoft says, you can’t use 128 bit with Win2000/ME due to Windows File Protection (WFP). Does it have to do with File Encryption System (EFS) on NTFS 5? How can I get 128 bit encryption on IE on Windows 2000? Thanks…
