2003 Permissions, user has full rgts yet can’t copy file to new folder, Why

I’ve looked at effective permissions and its full rights. The only thing I noticed that is different is that the user name is below one of the admin accounts in the advanced security screen, every other user is above that admin account in the list yet everything else is fine. I’m totally lost on this one! HELP!!
