98SE Lockup and closing popups

Explorer causes fatal errors in various programs and then locks up, on closing popups nad main Window before shutdown. Also locks on shutdown but thats only part of the problem. Been ran in circles for months, any help ideas?
Besides the obvious target practice mode? 😉
