A Runaway Hacker Fund?

Anyone who read John Grisham’s novel the “Runaway Jury,” got a laugh when they read about Microsoft’s “Fund” to capture the hackers who broke the system. I wonder how much is spent on detectives trying to chase down the bad guys.
But, since Billy the Kid, bad guys are proud of the bounty to get them. The way to get quality assurance in security is what the airlines do to catch sleepy guards and sneak stuff into airports.
A lot of IT people are out of work, so how about hiring some IT consultants and pay them to try and break in. At least stock holders can see how the money is spent to protect new systems like .NET that they are trying to sell.
