about windows explorer

I tried to install java,adobe reader and Google web accelerator on my computer….
but this message turn out for many times…

The Windows installer could not be accesed…
this problem occur becasue the windows run in safe mode, or the windows installer was not properly installed.

how can i settle this prob…
i’m using the genuine Windows & how can this kind of thing occur???
