Access 97 Record Locking Errors

Has anyone experienced record locking errors with a shared Access 97 database? My clients are intermittently receiving errors that other users have the record locked. When I check the database, the two users involved are entering two separate unique records. I do not understand why these errors are occuring? Can anyone help me out?
