Access to Flash in my Domain

The minute I take away Domain Admin rights the users can no longer use the Flash player in IE7. They are denied access in some way. I rebuilt the domain group policy and adjusted the security setting and I am still having the same problem. I do not want to give users domain admin rights just to have access to Flash. Anyone had this problem before or found a solution?
