Access to NCPA.cpl to non-administrators (Network Control Panel)

I have a handful of users (Maintenance department) that needs to have access to the network control panel in order to do their job. (they have to be able to change IP addresses on their laptops to interface with machines on a production floor).

The solution to this point is to give Local Administrator access to them, but this has been abused. We are on a Windows 2000 domain, and they are set up with permissions of “Maintenance Users”, how do I grant this permissions group access to the Network Control Panel ?
