Accessing Application over the Web

I have a Windows Application that accesses CD’s on a remote server to look up system specs and diagrams that was developed by the system manufacturer. The data is not stored in a database but in a series of text and binary files. We want to be ableto redirect the applications input and output to a web browser so certain people can use it over the internet to look up parts. The web server is IIS 4.0. I do not want to have to use Terminal Server due to the cost.
