ACL Statements

ok Im trying to permit 134.33.0.0 DNS & HTTP only from 140.40.0.0 also permit 134.33.0.0
DNS(53) POP(3) Library server (2)only from 148.52.0.0 and permit IP to any body else, my question is would these statements on my ACL acomplish it? is it vallid? please is there is a better way to acomplish that please explain/
