Active Directory Replication

Hello,
I have to DC’s and I am trying to replicate AD. As I understand if one server goes down. Other server should pickup login.

But, right now it is not doing that if one server goes down. Users are not able to logon to exchange.

Would appreciate if anyone can help me with this.
