Active X can’t download

While trying to access an internal website that a requires Active X. The following error message is displayed and consequently the Active X plugin doesn’t download.
“Your current security settings prohibit running active x controls on this page. asa result page may not be displayed correctly”
The user is local admin on the machine and the security setting under intranet is set to medium low.
