Add new Drive to NT

I added a new drive (not hot swappable) to an existing NT 4.0 Server (Service Pack 6a). BIOS sees the new drive (Western Digital 8.4 GB) and it is configured. The drive is partitioned into 4 parts and formatted FAT16. Disk Administrator does not acknowledge the drive exists. What am I missing? Thanks.
