Add shutdown/restart/All programs to right click menu on desktop

I have found many questions about adding to the right click menu but when I seem to find one that will help, the answer is always about adding to the right click menu of a file or folder. I have windows xp sp2, and would like to add shutdown, restart, and not necessarily all programs, but an option that will allow me to list my most used programs and start them from right clicking on desktop. For example, if you have ever used linux, the linux right click is basically what I will want in the end. Any ideas? thanks.
