Adding Packages

If I have an old version of linux installed on a PC, and I want to add some packages to it from the installation CD, how do I do it? Am I going to have to start over? Do I recompile the kernel? Specifically, I want to install a package called ‘cdutils’ and a package called ‘xntp.’
