What is it?
Why do I need it?
Why is it appearing on my users machines?
Is it any more of a security risk than Flash itself?

I have read the website but I’m not a programmer and it makes very little sense to me. I run my hardware flash free so I really don’t care personally but I keep finding this on users machines, presumably it’s being bundled with Flash.
