Agree to Disclaimer B4U can run xls file

All users will have Excel 97. Spreadsheets will be distributed to these partner organisations via website access (as links to .xls files not html copies) or on CD-Rom.

Objective: everytime they access one of these spreadsheets they have to clicksomething to say they agree to the displayed terms of use/copyright, etc..

Solution? Could I password protect the spreadsheets and customise the password prompt text to read as the disclaimer, enter AGREE below as the password if you agree to be bound by these terms? Obviously I can only customise the files not their copy of Excel the program. Don’t know much about macros (they may be locked down to not run them). Don’t know anything about VB programming though we are a Select partner so have all the Microsoft applications available to us. Cookies won’t do it for browsing to individual files on the CD-rom, I would guess?

Any bright sparks out there will possible solutions please?
