Anaylsis Spreadsheet & Chart/Graph

I need to develop a series of Excel 2000 spreadsheets to anaylize enrollment data covering 22 counties with 3 MCO’s in each county. I will use the spreadsheets to develop 3 charts/graphs for: a 3 month, 6 month and 12 year anaylsis.
What are your suggestions on how toperform this task?
