Aol and Exchange

Have many exchange users come across a problem where emails to AOL are blocked by AOL. This seems to be when a client runs his exchange on a fixed ip address.
I have been to (postmaster.info.aol.com) but have had no luck in getting aol to unblock my clients server.
Has anyone had success on this matter?
