Apache problems

On Caldera Open linux 2.2 / kernel 2.2.5
AMD-K6 II / 128M ram / swap space 20M

Problem – telnet works fine in a text window. Netscape will not connect to any web site. It will connect to local files on the machine.
I am at an amateur level here. Apache is required as the background server, correct ? The fact that I can connect to local html files and view them indicates that Apache is running, correct again ? Well, in the process list Apache is shown running. So is my problem one of setting permissions in a text file ? My http ports are alive and well, meaning portmapper shows the connections are open. I feel I have stuffed up some port during programming but not quite sure where. Any leads appreciated.
