App Payment Gateway

Can an app be designed with a payment system where one party can make a payment to another party but assign a specific place the receiver can use it at. Like I purchase or add credit for you to use at a physical place of business. Kinda like buying someone a gift card to use at a specific location. but all three parties would be connected in the app.
