App that can take still from a video and automatically enhance the quality?

Especially with the advent of motion pictures, everyone has taken videos which contains an interesting frame in it. Sharing or saving that specific frame kinda sucks, tho. I might just take a screenshot but obviously the quality would then be restricted to my screen resolution, not the actual video resolution.

Ideally, I would have a rather simple app which would allow me to go through a video, see the frames, and then select a frame I want to take a still from. Then the app would do some AI magic and maybe increase the quality by using the frames before and after for reference.

Any idea?
