application windows order -XP (girly question)

This is such a girly question, but I can’t figure out if there’s a setting that defines application windows order. For example, I will launch my Outlook program and then Internet Explorer. I’ll start typing an address in IE and then my Outlook window will jump forward and prompte me to logon. I can’t think of the “techincal” term for this, but it’s really annoying. The last (current) application window I’m working in should remain “on top”. I’m getting complaints from end-users that use multiple IE windows simultaneously that when they start to work in one window but have another other window “thinking” in the background, the original window suddenly pops-up in front and takes precidence… Any help would be greatly appreciated 🙂
