Architecture Development

I’m currently in the process of developing an enterprise architecture for a CIO of a 2000 person organization. The process I’m using is based on the Zachman, Federal CIO Council, and C4ISR frameworks. Is there anyone who is or has developed an architecture for an enterprise using those frameworks? If so, what process did you use? What tools were used? We are using Popkins SA2001 and we are aware of CSC’s Catalyst. Also, the DoD is developing their own tool that seems to be based on Ptech’s offering. We are interested in avoiding developing architectures that are too detailed, don’t get used or otherwise can’t keep up with changes in technology, policy, etc. When is enough enough? ^_^’
