Are 40hr Reasonable Projects Possible?

I am just getting into management. Do most companies accept project plans that are reasonable with a little bittle of slack for the unknown. Or do most companies demand tight impossible project timelines?

Is it the managers job to say “No, this is wrong / impossible?” Or is this just how things are done?
