Are all ATX Power Supplies the same?

Good Day to all:

I am troubleshooting a PC (ACER,P2, 128mb, 8gb), It was about more than 3 years old. Then as normal routine, I try to use the pc but it did not boot up and NO sign of POWER at all.

The PC was perfectly working before, then promptly now it is dead. I opened it up and came up with these diagnosis:

1. Defective ATX Power Supply.
2. Motherboard gave up due to its oldness.

That is why I came up with the question, Are all ATX Power Supplies the same? Is it a universal statndard?. Since this computer is a branded one (ACER) and over the warranty . I opened it, then as i went deep inside the hardware systerm I found that the WHITE wire does not exist comparing it with the other(New) ATX Power supply.

The White I ampertaining to is a single wire from the power supply (box) to the end terminal of the 20 pins plug. The Old ATX Power Supply (used by ACER) HAS NO WHITE WIRE, but the New ATX Power Supply HAS A WHITE WIRE connected with the plug.

Any experienced individual out there who can prove that all ATX Power Supplies are the same or vice versa.
