Bandwidth Throttle

Hi there,

I am currently having a problem where a newly setup site is soaking up all of our bandwidth. This new site is an Internet Cafe that has a dedicated EPS9 line to our offices. We have a PIX firewall in place connecting to a Raptor firewall proxy server, routing through a Cisco 1600 series router.
We are not simply attempting to place a restriction on their throughput, but rather to prioritize usage, so that on weekends and after hours the Netcafe can make use of the full 512K leased line. We are looking to upgrade this line in the near future, but we need a cost effective short term solution.
Suggestions appreciated.
