Bandwidth Utilization monitoring of WAN

We have a public and private frame relay network using cisco 1600 and 2500 series routers.

we need to check:

1. bandwidth utilization
2. Capacity planning

in some kind of histogram format.

In other words, what software (freeware, shareware, commercialware) can i use
to give me a run down on my wan utilization.

for example, if one of my links is 384k private frame, how much of it is being utilized, by who, and are we getting 384k bandwidth.

we have a problem with our providerin that our routers are setup for 384k or N channels, but we don’t think they are actually delivering what they are contractually obligated to.

I’m open to all methods, including snmp managers, wan sniffers, etc. but i do have a very limited budget.
