Baselining & Resource Pool in Ms Project

1. How does one avoid Resource over-allocation in an environment where multiple Work Plans are utilised, with one Resource Pool?
2. Is it advisable to have one owner for a Resource Pool, or should it availed to persons responsible for Updating/Creating Work Plans?
3. Is there an easier way of consolidating different Work Plans into a Master Project Plan?
