bash shell

I need to figure out a way that on my linux box if there is a user with one terminal connection how not to let him open another one.. i believe that I can do this with a bash script but just can’t seem to do it right anyone have a script that they are using to do this.. Basically this will use who and once it does that make sure that they are logged on only once
