Becoming a self employed IT consultant

Well, I just moved to “rural America” SW Michigan and I was working for a PC consulting company that went south. In the short time I was there, I saw a lot of the reason for the downfall and I feel I could do the job much more productivly and with more knowledge than my former boss. I am thinking of going into buisiness on my own and becoming an IT consultant. If there are any of you out there that can point me in a direction of some resources on the matter (i.e. start-up, costs, etc…); a website or a really lengthy email would be superb.
