Best User Request Tracking Software.

I just started as the Manager of IS for a small company. On the first day, I received a spreadsheet of outstanding requests. I need a application that will track these and send notifications to users and IS staff as work is done and as projects slipdeadliones. I had built a MS Access solution in my old job but do not have access to that application.

MS Project is not the solution.

Does anyone know of an application that will do this?
