Bluetooth Modem Headache

I own an HP ipaq 614c business navigator,it runs windows mobile 6, it really is a very useful piece of kit but there are a few disappointing features, one is that the mobile phone feature is rubbish, the ringer is nowhere near loud enough and using the device as a phone flattens the battery in a matter of a couple of hours.
Therefore I want to use the bluetooth function to connect the ipaq to the internet via my Samsung mobile phone, the trouble is I have followed the instructions a thousand times and I cannot get the thing to connect to the internet unless I put the sim card in the ipaq.
I can “see” the phone as a bluetooth dial up connection but the setup procedure demands that a dial up phone number be inserted, since the phone has an “always on” connection there is no phone number to be dialled.
Anyone know what I’m doing wrong?
