Bluetooth USB Dongle not powering up

Hi! I have a “Privileg” USB Bluetooth Dongle that I have no manual or troubleshoot guide for. I use it with Toshiba Bluetooth suite to connect a wireless mouse to a laptop. After restarting said laptop however, the bluetooth dongle starts flashing solid red and the bluetooth suite says there is no adapter connected. After dozens of unpluggings/pluggings the dongle stops flashing red and works okay. Any suggestions as to what the reason for this may be and how to remedy it?
