Branch office setup

I have a branch office with just 5 windows 98 PC and no server installed. They are connected through router to HQ which is running Win NT server with no WINS and DNS service installed. I am now facing a problem loging on my branch office client to my HQ domain with the error message “no domain available”.
May I know what additional step I need to do in order for the client to logon to HQ domain? adding LMHOSTS file to client will solve the problem?
