Building a new business practice

I belong to an IT consulting organization which has a very strong background in ERP implementation. We have decided to move up the chain and want to set up an SCM practice. I have been recently appointed to head my organizations new initiative in tothe supply chain management practice. I would like to invite inputs as to what preliminary steps and direction should one take so that we are on a clear and informed track. This would pertain to all the elements of evaluating the marketplace, building a business plan, evaluating and engaging the right partners, recruitment and building a resource pool, etc..
