Business or Job?

I have currently done B.E. in Computer Systems from Pakistan and have no practical field experience. I want to start my own IT business to provide software solutions to local as well as International market. What should I do, start my the business with some partnership or first do a job? Please keep in mind the tight and jobless market situation. Early replies appreciated.
