Can only establish a PPP conn. as root

I’m running RedHat 7.1 with a WinModem (drivers I have) that is functioning properly. I can connect and log in to a remote network when logged in as root, but when logged in as a normal user, the modem dials, connects, handshakes, but never authenticates. When I turned debugging on, the dialer (or whichever process is used) never appears to send the password to finish the logon process. But only when I’m not logged in as root. As root, no problems whatsoever.

Anyone have any ideas?
