Can someone explain what a presistant ro

CAn someone please explain what the hell a presistant route and why one would use. See I have this guy I know who is using it and it seems as if he is Forcing DHCP to install a gateway network address. I am not sure please explain why someone would use this if the gateway can be setup in windows
