cannot delete or rename a file in win200

Hello

I am trying to rename a folder
“. scan & Tag”
when I try to deleted it through explorer, it is lookin for a folder
“. scan Tag”
I was trying to rename at command prompt and It does not allow me to rename.
at the command prompt thefolder shows as
“scan&T~1”
How can I get rid of these files. Some body dumped in these files , because I am having IIS fTP running.
